The present German submarine warfare against commerce is a warfare against mankind. The German policy has swept every restriction aside. Ships of every kind, whatever their flag, their character, their cargo, have been ruthlessly sent to the bottom of the ocean without warning. Germany sent a secret message called the Zimmerman Telegram to mexico asking them to attack the U.

In the telegram, intercepted and deciphered by British intelligence in late January, Zimmermann instructed his ambassador, in the event of a German war with the United States, to offer significant financial aid to Mexico if it agreed to enter the conflict as a German ally. Room 40 was a highly secretive British intelligence organization within the directorate of intelligence of the Admiralty. Its primary task was to intercept and decrypt German wireless and telegraph messages. It also intercepted some diplomatic traffic, including the infamous Zimmermann Telegram.

When the United States entered the war, it was a huge help to the Allies. The American soldiers were rested and brought energy to the Allies. The spirit of the Allied soldiers improved significantly. Unites States industries produced much-needed supplies for the Allies. The Japanese intended the attack as a preventive action to keep the United States Pacific Fleet from interfering with its planned military actions in Southeast Asia against overseas territories of the United Kingdom, the Netherlands, and the United States.

Germany said that they would let Mexico have their old territory back, which included Texas. These facts marked the participation of Mexico in the Great War.
