It would stop there because I believe the lpar is configured with only 1 virtual cpu look in the lpar profile on the HMC. The hypervisor can not give a single virtual cpu more than a single physical cpu or core. What is cool about this is that it is down automatically and dynamically. When the workload drops, those resources go back into the shared cpu pool. Hopefully this helps you reconcile what you are seeing.
